St Paul's Bay is Malta's most populous locality and effectively the capital of the north — and in summer its population doubles with tourists heading to Buġibba and Qawra. Traffic concentrates on three arteries: the St Paul's Bay bypass (Triq il-Kbira San Pawl), the Coast Road towards Baħar iċ-Ċagħaq and Sliema, and Xemxija Hill carrying everything to and from Mellieħa, Ċirkewwa and the Gozo ferry.
Use the live map to check the bypass and Xemxija Hill before you commit — a single stalled truck on the hill regularly locks the whole north for an hour. Summer weekend afternoons (beach return, 16:00–19:00) are the worst window southbound.
The Qawra seafront loop and Buġibba square area are slow but short; the real time cost is almost always on the bypass or the Coast Road, both visible on the map below along with nearby cameras.

Parking
Buġibba and Qawra are mostly free unmarked street parking, but spaces evaporate on summer evenings — the open ground near the Aquarium and the Qawra seafront are the best bets. Watch for residents-only bays near the square.
In August, arriving after 19:00 usually means a 10–15 minute hunt; consider parking towards Salina and walking the promenade.
Public transport alternatives
The Buġibba bus terminus is a northern hub: routes 12/31/45/48 to Valletta, 212/222 towards Sliema, and X1/41/42 connecting Ċirkewwa for Gozo. Coastal routes suffer the same jams as cars.

A town that doubles in summer
St Paul's Bay, Buġibba and Qawra together form Malta's biggest seasonal town: the resident population roughly doubles in summer as apartments fill with tourists and Maltese summer residents. The road network does not double with it. June to September, expect the seafront and the Buġibba grid to run at a saturation the winter visitor would not recognise.
The pressure has a daily shape: mornings are easy, the first wave arrives before lunch, and the evening promenade hours — 19:00 to midnight — turn the seafront into a slow parade. Parking follows the same curve; after 19:00 in August, arriving by car means parking on the town's inland edge and walking down.
The Coast Road and Xemxija hill
Two roads define the area's connections. The Coast Road towards Baħar iċ-Ċagħaq and Sliema is the fast, scenic eastern link — rebuilt to dual carriageway, rarely congested outside summer weekends, but exposed and occasionally closed in severe northerly storms.
Westward, Xemxija hill carries everything towards Mellieħa and the Gozo ferry up a long climb with limited overtaking. It is the region's true bottleneck: slow lorries meter the climb, and on summer Sunday afternoons the Ċirkewwa return wave can queue from the top of the hill back into St Paul's Bay itself. Getting around without adding to it
Buġibba's bus terminus makes the town one of the better-connected tourist bases: direct routes run to Valletta, the airport (X3), Mdina and the north. In summer, the open-top sightseeing routes and the frequent Valletta services move visitors at a rate the parking supply never could.
For beach days, the local circular routes reach Golden Bay and Mellieħa Bay without the parking fight at either — on an August Sunday, the bus queue at Għadira moves faster than the car park does.

Weekday mornings 07:00–09:00 southbound (commuters heading to Msida/Valletta) and summer afternoons 16:00–19:00 in both directions. Sunday evening beach-return traffic on the Coast Road can crawl from Salina to Baħar iċ-Ċagħaq.
