Parking
Bay Street multi-storey is the workhorse for anyone visiting Paceville — it is large, accepts cards, and operates 24/7. The Portomaso underground car park is the premium alternative (more expensive, valet available).
On-street parking in Spinola Bay and Paceville is essentially impossible during weekend evenings. Some restaurants offer valet — ask when you book. Avoid the small lots behind Paceville Avenue: cars get blocked in regularly.
Public transport alternatives
Frequent buses connect St Julian's to Sliema, Valletta and Mater Dei. Routes 12, 13, 14, 21 and 22 all serve the area. The Spinola Road and Paceville stops are the most useful for nightlife or restaurants.

Two towns in one: daytime and Paceville
St Julian's runs on two clocks. By day it is an office and hotel district whose traffic behaves like Sliema's — commuter peaks on the Regional Road approaches, steady movement in between. After dark, Paceville takes over: Friday and Saturday nights generate a second rush hour close to midnight, with taxis and ride-hailing cars triple-stacked on St George's Road and pedestrians treating the carriageway as pavement.
The two clocks meet on summer weekend evenings, when dinner traffic into Spinola overlaps the first Paceville wave. If you are only passing through, the top road — Triq Mikiel Anton Vassalli past the Hilton — avoids the bay entirely and is nearly always the right choice after 20:00.
The Spinola pinch
The geography of Spinola Bay forces the main road into a tight curve around the water, single-lane in each direction, with a pedestrian crossing at the busiest point. This is the pinch that defines St Julian's traffic: everything between Sliema and Paceville squeezes through it.
Once queues form at Spinola they clear slowly, because there is no parallel relief at the same level — the alternatives climb the hill. Balluta and the seafront towards Sliema jam in sympathy within minutes. The Kappara junction and Regional Road above the town exist precisely to let through-traffic bypass all of this; use them unless St Julian's itself is your destination.
Getting in and out without a car
The 13 from Valletta serves the bay directly, and the X2 links the corridor to the airport without touching Marsa. At night the N-prefixed routes take over — worth knowing, because a 03:00 taxi out of Paceville on a Saturday is both scarce and expensive at surge pricing.
From Sliema, walking the promenade to St Julian's takes twenty minutes and is quicker than driving plus parking for any evening arrival. The footpath around Balluta Bay is the pleasant version of a journey that is genuinely miserable by car at peak.
